Barbara J. Rhoades, AIC
Chief Executive Officer
Barbara is responsible for the operations of the pool and its vendors. She has been with OTRP since 2002. She is currently the President of Board of Trustees for Transit Re and serves as General Manager. Barbara serves on the AGRiP Board of Directors and as served on the OPTA Board of Directors. She has worked with the Society of Actuaries and has given numerous webinars, seminars and other educational sessions. She has worked in the insurance industry since 1989 and brings experience from two other public entities pools along with experience gained from The Hartford and St. Paul RE. Barbara holds a degree in Paralegal Studies from University of Hartford (Hartford College for Women) and has multiple post graduate designations from the Insurance Institute of America (IIA/CPCU).
Kenneth F. Reed, AIC, ARM-P
Director of Risk Management
Mr. Reed is responsible for the oversight of loss control, training and risk auditing activities and has been with OTRP since 2003. He has worked in or with public transit since 1998. Ken currently serves on the Ohio-Kentucky-Indiana Regional Counsel of Governments, which coordinates regional transportation planning. Ken also served on the Board of the Southwest Ohio Regional Transit Authority from 2011-2017. He holds a BSBA from The Ohio State University in marketing/transportation logistics and has post graduate designations from the Insurance Institute of America (IIA/CPCU).
Andy L. Hodovan
Director of Member Services
Mr. Hodovan is responsible for adjusting property/casualty claims and has been with OTRP since 2010. He has worked in the insurance industry since 2007 and brings experience from Allstate. Mr. Hodovan also manages the network as well as software and web developement projects for the office. Andy holds a AS in Computer Science & Engineering from Stark State College of Technology.
Katherine Conrad
Director of NEORide
Ms. Conrad oversees the day-to-day needs of NEORide. She is a graduate of the University of Akron with a Master's Degree in Public Administration and an Undergraduate in Political Science.
Angel M. Wisenburg, AIC
Director of Claims and Litigation
Ms. Wisenburg is responsible for adjusting property/casualty claims for all members and has been with OTRP since 2005. She is also responsible for all claims department reporting to management and coordination with OTRP's Reinsurance partners. Ms. Wisenburg Associates in Claims from the IIA/CPCU program. She also holds a BA in Sociology from Kent State University.
Jessica Gissiner
Sr. Administrative Specialist
Ms. Gissiner is responsible for all day to day administrative duties and support for OTRP, including financial reconciliations, assisting and planning all OTRP meetings and functions. She has been with OTRP since December, 2012 and holds a bachelor's degree from Kent State University.
Tony Williams
Sr. Claims Specialist
Mr. Williams is responsible for adjusting property/casualty claims for OTRP members and has been with OTRP since December 2019. He is a graduate of Ohio University and holds a degree in Health Administration, with a focus on Business Administration.
Elaine Kilker
Director of Finance
Ms. Kilker is responsible for maintaining and analyzing all financial data, including all accounts payable and accounts receivable functions. She has been with OTRP since December 2020 and holds a BA in Accounting from Walsh University.
Travis Altman
Claims & Data Analysis Specialist
Mr. Altman is responsible for adjusting claims for OTRP members and data analysis. Mr. Altman has been with OTRP since October of 2021. He graduated from Baldwin Wallace University in 2019 with a Bachelor's degree in International Business.
Carlell Howard
Ohio Rural Transit Coordinator
Mr. Howard is responsible for providing technical assistance with financial and operational issues affecting rural public transit operations in Ohio. Mr. Howard has been with OTRP since October of 2021. He graduated from Kent State University in 2015 with a Bachelor's degree in Communications Studies.
Cristian Kornea
Administrative & Marketing Specialist
Mr. Kornea is responsible for OTRP administrative and marketing duties and has been with OTRP since April of 2022. He graduated from Kent State University in 2021 with a Bachelor's degree in Merchandising.
Laura Yusi
Sr. Client Service Specialist of Employee Benefits
Ms. Yusi is responsible for HTPO client services and employee benefits and has been with OTRP since December of 2022. She graduated from Baldwin Wallace University in 2007 with a Bachelor's degree in Sociology..

NEORide Project Specialist
Ms. Baldwin is responsible for NEORide project management has been with OTRP since August of 2023. She graduated from Kent State University in 2016 with a Bachelor's degree in Integrated Health Services.
Erin Scott
Claims Specialist
Ms. Scott is responsible for adjusting claims for OTRP Members and has been with OTRP since August 2023. She graduated from Kaplan University in 2014 with a Bachelor's degree in Business Administration/Management.
