Barbara J. Rhoades, AIC
Chief Executive Officer
Barbara is responsible for the operations of the pool and its vendors.  She has been with OTRP since 2002.  She is currently the President of Board of Trustees for Transit Re and serves as General Manager.   Barbara has served on the AGRiP Board of Directors and on the OPTA Board of Directors.  She has worked with the Society of Actuaries and has given numerous webinars, seminars and other educational sessions.   She has worked in the insurance industry since 1989 and brings experience from two other public entities pools along with experience gained from The Hartford and St. Paul RE.  Barbara holds a degree in Paralegal Studies from University of Hartford (Hartford College for Women) and has multiple post graduate designations from the Insurance Institute of America (IIA/CPCU). 
Ken Reed
Kenneth F. Reed, AIC, ARM-P
Director of Risk Management

Mr. Reed is responsible for the oversight of loss control, training and risk auditing activities and has been with OTRP since 2003.  He has worked in or with public transit since 1998.  Ken currently serves on the Ohio-Kentucky-Indiana Regional Counsel of Governments, which coordinates regional transportation planning.  Ken also served on the Board of the Southwest Ohio Regional Transit Authority from 2011-2017. He holds a BSBA from The Ohio State University in marketing/transportation logistics and has post graduate designations from the Insurance Institute of America (IIA/CPCU). 
Andy Hodovan
Andy L. Hodovan
Director of Member Services

Mr. Hodovan is responsible for adjusting property/casualty claims and has been with OTRP since 2010.    He has worked in the insurance industry since 2007 and brings experience from Allstate.  Mr. Hodovan also manages the network as well as software and web developement projects for the office. Andy holds a AS in Computer Science & Engineering from Stark State College of Technology.

Katherine Conrad 
Executive Director of NEORide

Ms. Conrad oversees the day-to-day needs of NEORide.  She is a graduate of the University of Akron with a Master's Degree in Public Administration and an Undergraduate in Political Science.
Angel Wisenburg

Angel M. Wisenburg, AIC

Director of Operations
 

Ms. Wisenburg has been with OTRP since 2005, bringing extensive experience in claims management and organizational leadership. Formerly Director of Claims and Litigation, she now serves as Director of Operations, overseeing OTRP’s day-to-day functions and supporting strong service for members and partners.

She holds an Associates in Claims from the IIA/CPCU program and a BA in Sociology from Kent State University.

Jessica Gissiner

Sr. Human Resources Specialist
Ms. Gissiner is responsible for all day to day human resource & administrative duties and support for OTRP Staff. She has been with OTRP since December, 2012 and holds a bachelor's degree from Kent State University.
Tony Williams
Tony Williams
Claims & Litigation Manager

Mr. Williams is responsible for overseeing property and casualty claims for members and managing litigation matters to ensure fair and efficient resolutions. He has been with OTRP since December 2019.

He is a graduate of Ohio University, where he earned a degree in Health Administration with a focus on Business Administration.

Elaine Kilker

Director of Finance

Ms. Kilker is responsible for maintaining and analyzing all financial data, including all accounts payable and accounts receivable functions.  She has been with OTRP since December 2020 and holds a BA in Accounting from Walsh University. 
Travis Altman

Claims & Data Analysis Specialist

Mr. Altman is responsible for adjusting claims for OTRP members and data analysis. Mr. Altman has been with OTRP since October of 2021. He graduated from Baldwin Wallace University in 2019 with a Bachelor's degree in International Business.

Carlell Howard

Claims Specialist

Mr. Howard is responsible for adjusting claims for OTRP Members and has been with OTRP since October of 2021. He graduated from Kent State University in 2015 with a Bachelor's degree in Communications Studies.

Cristian Kornea

Cristian Kornea
Sr. Administrative & Marketing Specialist

Mr. Kornea is responsible for OTRP’s administrative and marketing functions and has been with the organization since April 2022. He graduated from Kent State University in 2021 with a Bachelor’s degree in Merchandising.

Ms. Yusi is responsible for HTPO client services and employee benefits and has been with OTRP since December of 2022. She graduated from Baldwin Wallace University in 2007 with a Bachelor's degree in Sociology.

Sr. Financial Specialist

Ms. Baldwin is responsible for contract management, grant invoicing, project management and other financial processes to support the finance department. She graduated from Kent State University in 2016 with a Bachelor's degree in Integrated Health Services

Ms. Scott is responsible for adjusting claims for OTRP Members and has been with OTRP since August 2023.  She graduated from Kaplan University in 2014 with a Bachelor's degree in Business Administration/Management.

Naomi Wells
Project Manager

Ms. Wells brings a broad knowledge of experience in grant management and compliance aspects for non-profit organizations including independent contracts and grant agreements. Her experience with government agencies will enable NEORide to comply with Federal and State regulations and its grant making data to be reliable and consistent. She has been with OTRP since March 2024.

Technology Specialist

Mr. Tarter is responsible for providing innovative technology solutions for OTRP and has been with OTRP since April 2024. He graduated from Kent State University with a Bachelor of Science in Information Technology.

Ann Socha
Administrative & Financial Specialist

Ms. Socha is responsible for providing administrative and financial support for OTRP, HTPO & NEORide and has been with OTRP since October 2024. She graduated from Ashland University with a Bachelor of Science in Business Administration.

Kayla Kinkead
Small Urban Transit Coordinator

Ms. Kinkead is responsible for supporting Ohio’s small urban transits by providing technical, marketing and grant support. She has been with OTRP since February  2025. She has a B.S. in Environmental Science from Boise State University and a Masters of Regional Planning degree from University of Idaho.

Michelle Robinson
Development & Compliance Specialist

Ms. Robinson supports grant development, ensures regulatory compliance, manages federally compliant procurements, and advances strategic initiatives for NEORide member agencies. She joined OTRP in May 2025 and holds a Juris Doctor and Master of Compliance and Risk Management from Case Western Reserve University School of Law, as well as a B.S. in Sociology from Kent State University.
